Securiguard has a Permanent Full-Time opportunity for a Manager, Planning and Administration located at Vancouver International Airport.

This position will suit someone with a construction background, with project management and resource scheduling experience who has excellent analytical skills and presentation skills.

The location will be primarily split between the Airport Authorities Engineering Facility and Securiguard YVR Branch Office. You must have the ability to work as operationally necessary; this is a potential 24-hour operation, but the majority will be Monday to Friday, regular office hours.

This position is part of the Securiguard YVR Branch Senior Leadership Team.

Job Description

You will be working with multiple different work groups within the Airport Authority Community, such as the Engineering Department (i.e., Project Managers), Operations Department (i.e., Construction Coordinators, Airside Operations), the Aviation Security Department, and the different Contractors hired by Airport Authority to complete various projects on Sea Island.

You will need to be competent in the data analysis of manpower planning, as well as competent in working knowledge within a highly regulated (by Transport Canada) environment.

You will be responsible for working with the various work groups in determining what Airside Safety Escorts are required for each project and to ensure there is no operation impact to the Airport Authority.

In addition, implementation of various requirements (i.e. Security Plan) and the on-going compliance will be the responsibility of this position.

Job Duties

  • Meet with Project Managers and members of the Engineering Department to discuss and preliminary determine Security (Airside Safety Escort) requirements at the initial stage (prior to Request for Proposal)
  • Meet with Aviation Security (AVSEC) Department once an understanding of the project is received and start initial discussion with regards to Security Plan and Airside Safety Escort requirements.
  • Meet with Airside Operations (i.e. Construction Coordinators, Airside Operations Analyst) to start initial discussion with regards to the Plan of Operations and what role security will play in the project's success
  • Meet with Third Party Contractors once assigned by Airport Authority to discuss requirements for Airside Safety Escorts
  • Determine (based on working all information gathered) the number of Airside Safety Escorts that will be required for each Project and report back to the Securiguard Team
  • Attend weekly Projection Meetings with Securiguard Team, to discuss up-coming and on-going projects and Airside Safety Escort requirements
  • Attend (and be the Securiguard Representative) at daily Construction Meetings
  • Attend the various worksites to assist in the implementation of both the Plan of Operations (which includes the Security Plan)
  • Attend various worksites and conduct Quality Assurance Audits, ensuring that the Plan of Operations is being followed, reporting to the Manager Airside Safety Escorts any deficiencies.
  • Report any immediate concerns and additional requirements to the Manager, Airside Safety Escorts
  • Creation of a year out forecast sheet
  • Update and distribute 90 days out ASE projections to stakeholders
  • Discuss ASE needs with YVR Directors in the Monthly Allocation meeting
  • Create and distribute the monthly ASE Planned Schedule, 30 days in advance
  • Collaborate with the ASE Scheduler on the monthly scheduling conflicts and liaise with YVR Engineers to mitigate service issues
  • Ensure the vehicle allocation is optimal
  • Manage Accounts Receivable for airside projects
  • Determine hiring needs based on projected workload and assist in the hiring process

Special Qualifications and Training:

  • Restricted Area Identification Card (RAIC)
  • "D/A" Airside Vehicle Operating Permit (AVOP)
  • Successful Completion of Aviation Security Training
  • Valid British Columbia Class 5 Driver's License.
  • Excellent Analytical Skills

Education Requirements:

  • High School Diploma
  • Project Management Designation is preferred
  • 1-3 years of Project Management Experience
  • 1-3 years of Construction Management Experience
  • 1-3 years of Regulatory Compliance Experience
